I'm wondering which of the 50 states don't have helmet laws (or at least "not required by experienced riders" laws).

above answer is not completely accurate. PA has a modified helmet laws. If you have been a licensed rider for at least 2 years and are 21 or older, helmets are optional. The only two states with absolutely no helmet laws are Illinois and Iowa.

Pennsylvania doesn't require a helmet.

New York does.
